Cynthia refers to "Cynthia Says", a validator of a website's accessibility to all:
The HiSoftware CynthiaSays portal is a joint Education and Outreach project of HiSoftware, ICDRI, and the Internet Society Disability and Special Needs Chapter.The form at contentquality.com checks your website for accessibility features and problems, on different levels and by different standards. You can check your site according to the standards of Section 508; or WCAG v. 1.0 Priority 1; WCAG v. 1.0 Priority 1 and 2; or WCAG v. 1.0 Priority 1,2, and 3.

Should you choose to encourage others to validate for accessibility for all, you can also add the Cynthia Says file via HTML to your own site.
